West Berbice man arrested for molesting teenage son

A West Berbice father has been taken into custody for allegedly sexually molesting his 13-year-old son. The man, 46, is denying the offence but the child told the police and officers from the Probation and Social Services Department in Region Five that his father had violated him. The child was taken to the hospital, where a doctor confirmed the violation.

Neighbours became suspicious of the abuse after they would hear the boy hollering whenever the father, who works as a watchman, was at home.

Sources told Stabroek News that the neighbours made a complaint to two probation officers on Thursday. They subsequently checked at the home but no one was found. According to a source, the neighbours heard the child screaming again yesterday morning and suspected that the abuse was continuing and immediately contacted the officers. When the officers arrived at the house in company of the police, the boy’s father was consuming alcohol with a male friend.

The man told them that his son had gone fishing. Thinking that they were Schools’ Welfare Officers, he kept saying that he would send the boy to school but he refused to go. He was taken to the probation office and shortly after the boy, dressed only in dingy, oversized pants, arrived in company of a neighbour.

The boy’s mother, who is separated from his father, resides in another village. She said the man did not want the boy to stay with her. The man, she said, used to go to the school and take the child home.

The continued sexual molestation of underaged children in Guyana is outrageous. WTF are the authorities doing given that Fagdeo already signed the Sexual Offence Bill into law? What a joke, because even known rapists within Fagdeo regime are getting a kick from the law as they also continue to engage in padeophilic behaviors without any fear of the law.

Teen threatens to take her life months after alleged rape- fears case will be forgotten, but cops say charges likely soon

A teenager who claims that she was raped by her cousin some months ago is now threatening to kill herself as a result of her perception that justice is not being served. The 15-year-old girl of Vergenoegen on the East Bank of Essequibo is said to be facing emotional distress after seven months have passed since one of her male cousins reportedly violated her at his sister’s home at Pomona Housing Scheme, located on the Essequibo Coast, and the perpetrator is yet to be charged. The girl’s father visited Kaieteur News to express his dissatisfaction at the actions of law enforcement officials as it relates to his daughter’s case.

He stated that he and his wife (the child’s mother) were separated so he left Guyana to live and work in Venezuela sometime ago. He returned to Guyana in November, last, which was when he was made aware of his daughter’s situation. The man told Kaieteur News that when he visited his daughter she did not look her usual self, her face was very thin and she appeared withdrawn. When asked if something was wrong, the teen after much deliberation confided in her father that her cousin (the son of her mother’s brother) had raped her, while she was in Essequibo on a church outing during September 2010.

She told her father that she was alone at the home of the boy’s sister when he visited the home claiming that he wanted to take her and his sister “for a walk”, but his sister had a prior engagement and left shortly after. The girl recounted that during the brief period that she was alone with her cousin he subsequently tugged her into a bedroom and forcibly had sex with her.

According to the girl’s father, when the boy’s sister returned home and was made privy to the information, she kept the girl at her home in Essequibo for two weeks before sending her back to her mother. The sister then explained to the mother what transpired. Kaieteur News was told that the boy’s family has been constantly calling the mother, apologising and trying to pacify the girl by offering $100,000 “compensation” for what happened in an effort to prevent further action from being taken.

The distraught father explained to Kaieteur News that he would never accept any form of “bribery” as compensation for his daughter’s dignity and pride. He stated that the boy’s family is pleading with them (the girl and her mother) to “drop the case” because it would be “an embarrassment” and “destroy the family”. The girl’s mother even told her daughter that if they took matters to the authority then the boy’s family, which includes his wife and children, would suffer and be left without money if he is charged and put away behind bars since he is their breadwinner.

The mother told Kaieteur News that the matter was reported to the Suddie Police Station in November 2010 upon the father’s return to Guyana when he became aware of his daughter’s situation but it was then transferred to the Parika Station then finally to Leonora. This newspaper understands that the boy, who was said to be in his mid-twenties and resides in the Maria’s Lodge, was once a member of the Neighbour Policing Group and has an uncle who is a senior police officer.

The mother also stated that she has not heard about the progress of the situation from police ranks as she continuously tries to telephone the relevant officer(s) but attempts have proved futile. The father stated that after “running back and forth” between police stations, he decided to visit the Ministry of Human Services and Social Security to speak with Minister Priya Manickchand about the matter, after his daughter wrote him a letter stating that she wanted her cousin to pay for his crime.

With sheer frustration, the father claimed that a typist in front of the Minister’s office told him that “it isn’t necessary to see the Minister” and with that referred him elsewhere. Kaieteur News read the letter, purportedly written by the teen, which was a plea for justice as the little girl asked her father to ensure that the cousin “goes to jail for what he did”. The letter went on to say that she does not wish to get married or doesn’t mind if the story is publicised.

She threatened to take her life if her father could not help her in attaining justice and peace since she “would be alright once he was in jail”. After not being able to receive the required assistance from the person that the typist at the Ministry referred him to, the man said he then ventured to the Home Affairs Ministry to “have a word with Minister Rohee”.

The father was told that Minister Rohee usually “meets the public” on Fridays, however, the Friday that he went, the Minister was unavailable He said he was asked to write a letter explaining his predicament which he did, but claims that he is yet to receive a response, though a month has already passed.

According to the man, he also visited the Police Complaints Department at Eve Leary, Georgetown and the Office of the President, but his efforts for an intervention were to no avail. When Kaieteur News contacted the Commander of “G” Division, Superintendent Brian Joseph, he explained that the file was sent to the Director of Public Prosecution’s office awhile ago and it was returned to the police for some more information and a thorough investigation to be conducted. He said that this had already been accomplished and “the file is already back on its way to the DPP’s office”.

Supt. Joseph stated that a professional job was done by those involved in this matter and due to the new Sexual Offences Act 2010, there was more required to be presented in the file for presentation at the DPP’s office. The Divisional Commander said that the force was aware that a relative of the accused was working at the Suddie Police Station which is why the matter was removed from that station to ensure that there was transparency in every aspect of the case.
He did disclose that the alleged incident occurred sometime in September 2010 but was officially reported in December, yet no family member of the girl contacted him concerning the progress of the matter.

In fact, Kaieteur News was told that the girl’s family took her to a Welfare Officer on the West Coast Demerara (WCD) who took her to have a medical examination conducted and then to the Leonora Police Station to file the report. According to Superintendent Joseph, as soon as the file is released from the DPP’s office with advice, the police will then be able to take the necessary action.

Government is forsaking its sexually abused children

Dear Editor:

There is a war on in Guyana and it is against our children. Some adults, including some in high positions, are on the attack; sodomising, fingering and sexually assaulting our children. Today I open the SN and I read the headline “Gentleman jailed over phone theft”. Isn’t this asinine? Couldn’t this chap be made to do community services, cleaning up the cemetery, rather than sent to jail?

Would it not be more pleasing to the society’s moral revival if that headline read “Corentyne Pastor jailed for life for sexually assaulting child” or “Mahaica Pastor jailed for sexually assaulting his stepdaughter”? These are make belief headlines but they represent two real cases that remain as unsolved criminal allegations. They joined the thousands of other unsolved sexual assault cases against mainly children and most of them do not even get past the notation in the Police logbook. This is life for many of our children in Bharrat Jagdeo, Donald Ramotar and the PPP Guyana. Guyana has never seen such moral bankruptcy as it is experiencing today.

Every week when one opens the newspapers, one can read stories of children being abused in Guyana and there is no comprehensive response from the authorities. Why? Why? What is going on in Guyana? It is not that we are so naïve or unaware on this situation because we are constantly reading about children being abused in the media. So why the silence? Let me ask you this question: If your child was sexually abused by an adult, would you not be outraged? Would you want to personally strangle the abuser? Would you do everything in your power to ensure that the abuser of your child was prosecuted and punished to the fullest extent of the law?

Would you want to take justice in your own hands if the authorities failed your child? Or, would you be ashamed to publicly acknowledge what happened to your child because of the purported stigma that will be attached to your family? Or, would you prefer to take a cash settlement from the abuser and keep quiet about your child’s sexual abuse? Think about it because this virus had infected our society and no child has immunity against it. I am being told by children rights activist in Guyana that there are further allegations that some of the State funded caretakers of these confined children are also abusers. If this is true, this is sex slavery in perpetuity for these children. If this is true, then the lives of these children are worse than a cruel death in my books.

Whether this is true or not, Minister Manickchand must offer greater access to NGOs like Help and Shelter and sister Ministries like the Ministry of Health to audit the operations of this facility so that these children can be better protected. But there is a deeper undercurrent in the Guyanese society. Most of these abusers are close relatives. However, these families in their true to form clannishness; sacrifice the child and destroy their family’s future rather than face up to the vagabonds even if it means public embarrassment to the family.

In some cases they sell their children and take a payoff to “staan easy”. One continues to read of these dastardly acts such as the one in KN of March 24, 2011, where the parents of the second form Berbice student who was allegedly raped by a Pastor are now in negotiations with the alleged rapist for a G$1 million dollar settlement. Is this the cost of this goddess of a child? This is not only financial corruption but moral and mental bankruptcy of the highest order. But the argument is being positioned to me that the helpless families are so poor that they have no other choice than to accept the money to live.

I ask, before their child was abused, were they not living? Why do they need this $1million to live? What prevents them from selling their child again and again until that child blossoms into someone who mentally tells themselves that they have one and only one asset? There is no shame in poverty and the only solution out of poverty is hard work and education, not selling your body. But the people are not fools; they set their standard by what their leaders
do. It was exposed the other day that the so called leaders of the people harbour male predators and pedophiles in the highest office of the land. So what message is that sending to the nation?

This is the source of our moral and mental bankruptcy as a people. All of the juices to sustain these immoral acts are being sources from that office in New Garden Street. But my training makes me into a firm believer that good will overcome evil; it must happen, it will happen. Whenever I am faced with these moral issues, I read my Bhagwat Gita. The Gita in Chapter 1 verse 40-41 says “When immorality is prominent in a family, the women of the family become polluted and from the degradation of womanhood comes unwanted children. “Increase of the unwanted population leads to a destruction of the family traditions”. This is what is happening in Guyana. Many of the leaders are immoral and the people learn fast from their leaders but there is hope – the faith-based organisations. What are the faith-based organisations doing to save our children? Why are they not calling out the Department of Probation & Social Services? I am told that in that Department has some of the most committed social workers in Guyana but their hands are tied as a result of lack of state funds and political support at the highest levels.

So why are these faith based organisations not calling out the political rulers for underperformance which is leading to destruction of the Guyanese family? I was so pained to read that two children, one 11 years old and one 13 years old from West Coast Berbice are pregnant for vagabonds. How can something like this happen and the neighbours not call out these vagabonds? The Government has a duty to use whatever technology is available to jail these vagabonds.  It is not rocket science how to procure the required evidence to put these vagabonds away for life since this is what section 76 of the Criminal Laws Offence Act demands.

Philippe de Mazancourt, a forensic biologist at the Raymond Poincaré Hospital in Garches, France used a DNA test that can prove a person has been raped even if no sperm specimen is found on their body. The researchers found fragments of Y chromosome in nearly 30 per cent of the cases for which standard sperm tests were negative.

Why is the Government of Guyana not saving these children? Ironically, Guyana is a signatory on the United Nations Convention on the Rights of the Child, and “By agreeing to undertake the obligations of the Convention (by ratifying or acceding to it), national governments have committed themselves to protecting and ensuring children’s rights and they have agreed to hold themselves accountable for this commitment before the international community. Parties to the Convention are obliged to develop and undertake all actions and policies in the light of the best interests of the child.” As per UNICEF’s website. So let us hold the Government of Guyana accountable.

Dear Editor,

I recently came back from Guyana after living 21 years in the US. This issue has me highly concerned. How can this happen?
“We have a son who is 18 years old and ready to marry. We can marry and take her to Suriname to live with us. She can go to Christian church and live with us while she matures to serve as a house wife. Our son will not touch her until she is 18. We will take good care of her.” said the Surinamese couple to the wide eyed and tired family of hopeless aunts, uncles, and father.

They are discussing the future of a 14 year old girl who does not listen to anyone. She smokes crack, has sex, and is a high school dropout since December 2010. What, you say? Of course, right here in quiet old #78 Village back yard. Number 78 Village Rampoor is infested with a group of 14-17 year olds who are all crack users. The little girl’s cousin is her pimp. He gets crack from a “friend” who in turn crawls into his bedroom window to have sex with the 14 year old girl, his cousin. Outrageous you say, sure, it gets better. There is a 17 year old girl in the gang who collects money from the boys to have sex with the younger girls. The little “madam” at the tender age of 17 is a product of “Girl School”. Not your little old Guyana. Wake up, open your eyes and ears, look and listen. It is happening right now. There is little or no parental support for anyone it seems.

Most of what I hear from some of the parents is, “Abe tired talking to dem pickney dis, dem hard ears, dem na listen to no body.” The feeling of despair, of helplessness, of a total breakdown of parental values and discipline all play a role in this dysfunctional society. Most parents of these kids don’t want to or are too tired to deal with the issues of this teenager pack. The parents rather hide their kids when the truancy officers come knocking because they feel the kids will continue to do the same things. They are also afraid of the drug users. There is also the perception that another person’s child is not one’s business and they should just stay out. The notion that it takes a village to raise a child definitely does not apply here.

Most of the teenager pack’s parents are uneducated and work menial jobs to get by. They have no faith in the system nor do anything to get out of their current situation. I hear the words, “we are poor people, what can we do” a lot. It is very hard to convince these people that there is a way to get help and there are organizations and people who are willing to extend a hand.

A very casual inquiry, at Skeldon High School, leads to a whole world of individuals ready and willing to help. Teachers, counsellors, an actual social worker (University of Guyana graduate) are all in place ready to help. With limited resources and just the goodwill of helping a child to stay on a straight path these teachers and social workers try tirelessly to contain a problem that is fast spinning out of control. The drug epidemic is quickly engulfing this once innocent society into a 15 year old monster. What will happen in a couple of years when these kids grow up a little? It will be intolerable to be on any street corner or walk on any streets. There is little or no help from parents who are too illiterate to bother about helping their kids get off drugs. As far as they are concerned the kids are bad and there is nothing to be done about it. This is the brick wall the social workers run into every day. Social workers take money out of their own pockets to buy shoes for a kid who cannot afford it—that is going beyond the call of duty. There is only so much a social worker can do. They cannot parent every child. That is the parents’ role. But this society has always been okay with someone else raising their child.

It has always been a common practice here for parents to give a child to their relative or close friend or some to complete strangers to parent. When my father passed I had many offers to “mine” (raise) me. My grandfather and grandmother were very vocal and stayed strong that I was not up for adoption, or raising or any such crazy thing. They made sure everyone knew that I had a home, their home. Had they allowed someone else to “mine” me who knows how I would have turned out? Not that I have not had my share of troubles, God knows I had, but I am still not so bad.

After a three-hour session with the social workers the little 14 year old was allowed back in school with stipulations and check points. She has to check in 3 times a week with a social worker and every evening with another teacher at the teacher’s home to do homework. There is a support system in place at her home to assist with absenteeism. Everyone around this child were brought in and it was made absolutely clear what were the consequences if this little girl were to not follow the guidelines laid out for her.  If she is absent for 1 day for no real reasons the social worker will be forced to report to the Ministry of Education who will inform the local authority to commit her to a Correctional School for Girls. She is to stay away from her pimp and the young drug pusher and avoid her little pack at all cost.

The social worker made a list of things for the little crack girl to have so she could have a smooth transition back into school. All items were bought and the eager young lady was ready for her return. After being escorted to school and receiving a warm welcome, things seemed great. Until the little drug pusher decided to wait for the terrified little girl at the head of the street one morning. She immediately informed her family who came out to walk her to the public road for a taxi. She started to buckle down and took her studies seriously. In the afternoons, she sought help from her teacher and regularly made her social worker visits. Things seemed back on track.

Days prior to the last foreigner leaving, the young drug pusher confronted the 14 year old somewhere outside of her high school with a knife. She screamed and ran between her friends to hide. Her attacker ran away.

The last foreigner left at noon, in the evening the 14 year old never came home. Three days later her father hobbled to the local police station to file a missing persons report. The 14 year old’s family led the police to the young drug pusher’s family’s home where they suspected all along that the young girl was being kept. Female ranks went in and rescued the juvenile.

She recounted that the drug pusher threatened her with violence against her family so she went with him. The police took her to the hospital for a medical examination. Doctors reported that the young lady has been sexually active since around age 12 and there was evidence of rape.

The young girl is being kept by the police at an undisclosed location with access by her family for food and clothes. The local magistrate issued a warrant for the young drug pusher on charges of rape and kidnapping of a minor. There is a hearing next Thursday pending the fugitive’s arrest.

We hold our breaths and pray to our divine ones that justice is served and this young lady can try to put the pieces of her fragile life together. Here is hoping that cooler heads and kinder hearts do the right thing and take this situation seriously so that this does not happen to another young lady. This is an opportunity for the justice system to do the right thing and the humanitarian community to reach out and envelope a hopeless child and for all of us to open our eyes and minds and find a way to prevent this from happening again

All these hundreds of cases (image the hundreds that go unreported) and not a word from Priya. But come later this year when the US publish their annual report on TIP then Priya would wake up from her slumber to 'cuss-down' the US just like the 2-bit hoe that she is. In the meantime its a free for all, including high profile 'businessmen' and PPP Ministers when it comes to the sexual abuse/rapes of underaged children

Cotton Tree man arrested over rape of teen

A man was on Friday arrested by police at his Cotton Tree, West Coast Berbice home for allegedly raping a 15-year-old girl multiple times. The man is now in custody at the Blairmont Police Station while the child is in the custody of child care workers.

According to reports reaching Stabroek News the teenager and her mother-who is mentally challenged-along with her two younger brothers have been staying with a relative who is the reputed wife of the man. Sometime after the family moved in with the relative, the man allegedly started to sexually abuse the child. From time to time he would beat his reputed wife who he would chase out of the home and then abuse the child.

In the meantime the man, who is unemployed, also sent the two younger children to work in the backdam with farmers to sustain him and refused to send them to school. It was the concerns of neighbours who suspected that something was amiss which led them to make contact with social services.

Stabroek News was told that initially when the man was approached he denied the allegations and said the child was out of the house. However, the child was reportedly in the toilet and as soon as the officials left the home she came out and neighbours promptly called back the officials. The child was then taken into protective custody and the man was arrested even as he continued to deny the allegations.

The child’s relative admitted that she suspected that something was wrong but initially blamed the young girl for what may have transpired.

Residents are calling on the Ministry of Human Services & Social Security to also remove the boys; the older of whom is thirteen, from the home since they are involved in child labour and are being denied an education. The girl has since admitted to officials that the man abused her and said her relative had even attempted to get her married off to a boy in the neighbourhood but the man interfered and caused the boy’s relatives to terminate all plans.

The investigation continues.

some men claim as long as it bleeds it can ..... however, I under the impression that prostitution is illegal just like 'antimanism'. yet with so many cases of both, (as well as raping of underaged kids) one hardly hear of any cases (especially prostitution and antimanism) being brought infront of the courts.

OK got you. however, according to the Minister of Human Services Guyana does not have a problem with child labor or sex trade, in particular trafficking in persons especially underaged children. She would cuss you down like how our famous president does cuss down people who point the ills in our society and the way PPP has been running the country into the gutter, poverty and depths of despair for the majority of Guyanese.

Man accused of raping 12-year-old girl; proposes $50,000 to settle matter

A 40-year old man called ‘Alim’, is being accused of raping his neighbour, a 12-year-old girl of Number 78 Village, Corriverton, in his bathroom. According to the girl, who related the entire incident to Kaieteur News, the man, who is known to the family, observed that the girl’s parents had left the home after which he proceeded to get the girl and her sister to enter his house.

The girls, not suspecting anything, since the man and her parents knew each other a bit, went to his house. After they arrived over at the man’s house, he asked the victim to cook a meal for him. Upon refusing his request, the man pulled her into the kitchen. Her sister then pleaded with the man to let go of her sister, which he did not. He asked her again in the kitchen to cook for him.

The alleged rapist then started to kiss the girl during which she struggled to push him away. “He pulled me to him. Then he start kissing up me, then I pushed him away. Then when I pushed he away, he pulled me into the bathroom, and there he take advantage of me,” the girl said. After the act the traumatized girl returned home and uttered not one word to her parents or her sister.

The girl’s sister said that she was talking to another man who was with the alleged rapist at the home and she did not know that her sister was being raped during that time. “The same day, every time I walk on the road now, he does watch me; everybody a watch me,” she said. “He said that if we ain’t settle the story, he gotta put we out. He asked mommy if money she want, and mommy said she don’t want money. Money don’t full me mother eye. She don’t want riches,” the girl said.

After several days in silence, the girl finally broke the news, not to her parents, but to her teacher who then related the incident to her parents. Her mother then reported the matter to the police and the Probation Officer, Mrs Singh, as well as the Student Welfare Officer in Corriverton, Mr Mohammed. But by this time, ‘Alim’ had already left the country. He is a U.S. resident and according to the mother, the police stated that they cannot do anything more about the matter, since the man has left the jurisdiction. She also said that the police still have to send the file to the Director of Public Prosecutions (DPP).

Meanwhile, the girl’s mother said that she was approached by one of the man’s friends, whose house she is renting, who related the alleged- rapist’s desire to settle the matter for $50,000. “If that been happen to he daughter, what he would’ve done? That is something wrong I do, to go and represent me child?” the mother said. She refused to settle the matter for money. “If he do that to me daughter and run, who more he gonna do that to?”

She said that the entire area was shocked to know that the man did what he did to her daughter. She added that she believes that the perpetrator is pulling strings with his friend (her landlord) to evict them from the house. The landlord has given them a time period after which they must move out of the house; either leave or settle for $50,000. “I really want to know what is going on with this story. I asked he if this went in you place, what you would’ve done? He said somebody would’ve had to go jail. I said I did the right thing. One man interfere with me daughter, what me must sit down and laugh and joy over it? I can’t laugh and joy over it,” she said.

The girl said the man did not use protection while performing the act. The mother said that the girl took HIV tests and a pregnancy test but she is still not certain whether or not her daughter is pregnant. She is calling on the authorities for justice in the matter.

President Bharrat Jagdeo who officiated at the ceremony hailed the dedication and commitment of the staff of the child protection agency and local Non Governmental Organisations (NGOs) but criticized “libellous” reports from foreign NGOs on child abuse in Guyana.

“We had an American NGO that came here and said they took 984 of our kids out of extreme forms of child labour and placed them elsewhere… We have to acknowledge and accept international help but this (child protection) is our task and I am very intolerant to people who come here and distort the situation,” President Jagdeo said.

The notion that 85 percent of children in Guyana are abused was also vetoed by the President who said the implication is that 85 percent of the Guyanese population is abusers. He rebutted by speaking of the many parents and guardians including single parents across the country who would go the extra mile to safeguard the wellbeing of their children even in difficult times.

The silence often results in child abuse cases going unnoticed was also an issue of concern for President Jagdeo who believes that the time has come for it to end. The religious organizations were called in as Government maintains the belief that child protection can be successful through partnerships. In this regard President Jagdeo encourages religious leaders to address child abuse and other societal vices while in the churches, mandirs and masjids.

He also believes that there is an important role for society in general to act with a sense of decorum when in the presence of children especially at the level of homes, schools, street corners and in the mass media.

May 13, 2011   
Police at Linden have detained a minibus driver and his son for the alleged sexual assault of the man’s 17-year-old daughter, and officials from the Ministry of Human Services are investigating the case.
Kaieteur News understands that the 46-year-old man and his 18-year-old son were taken into custody yesterday after reports were made to the police.
Police and sources within the Welfare Department of the Human Services Ministry said that medical examinations appeared to support the teen’s allegations.
The victim, whose mother is dead, allegedly told police that her brother began to sexually molest her last year. After the molestation continued, she complained to her father who instead of looking into the matter and reprimanding her brother, started on her too.
One report indicated that the sordid story came to light on Tuesday after an anonymous caller reported the matter to the Probation and Family Welfare Unit in Linden.
But other sources said that the teenager confided in a friend, and revealed that she was contemplating running away from home.
After the police were called in the girl was taken to the Linden Hospital Complex, where she was examined, and it was confirmed that she was sexually active.
Subsequently, father and son were arrested and are still in custody in Linden
A welfare official disclosed that the alleged victim is at present in a female relative’s care.

Three-year-old child sexually molested- Mother feels justice system failed child

A young mother is at her wits ends over her daughter’s medical condition which she claims was as a result of a sexual assault that occurred some three years ago. More so, the justice system, she said, has failed her. According to reports, circumstances beyond the woman’s control forced her to leave her then three-year-old daughter with another relative.

One day the woman related that when she returned for her daughter the child complained that her vaginal area was hurting. Upon checking the woman said that she noticed that the toddler’s vagina was badly bruised. “I decided to take the child to a private doctor and the doctor told me that somebody indeed sexually molested the child… so he give me the medical report and told me to take it to the police.”

Before going to the police the woman said she questioned her daughter and the toddler related that “Uncle (name withheld) put he penis down there”. The woman said that she then went to the police with the medical report but was told that nothing can be done since the child could not give a proper statement. “They tell me that the child can’t talk properly and that she can’t go to court and give evidence.”

It has also been reported that tests conducted on the child revealed that she had contracted a curable Sexually Transmitted Disease. According to the mother, she was referred to the Ministry of Human Services but was again told that nothing can be done if the police are not willing to prosecute the alleged perpetrator. However the child who is now six years old has been receiving treatment for the STD but it has once again resurfaced.

The woman related that now her daughter’s life will never be the same while the person who assaulted her daughter is walking the streets a free man. “Its three years now my daughter on treatment that grown-ups should be using, she always in discomfort and it’s costly to me because I have to take her to the doctor.”

The woman said that she strongly believes that the justice system should be revised since she says at just three years old her daughter would have no reason to cook up a lie about being sexually molested. “Although my child says she can’t really remember the episode it will forever traumatize her. She will not be the same…and the man who did it is free and can do it to somebody else’s child.”

Cops probing teen gang rape reports - three men arrested

Police are investigating reports of alleged gang rapes committed on teenage girls at Tuschen, East Bank Essequibo and at the Linden/ Soesdyke Highway. A senior police source told Stabroek News yesterday that ranks of ‘A’ Division have arrested a minibus driver and two men who were allegedly part of a gang that raped a 17-year-old city girl. The officer explained that the teen agreed to accompany six or seven men to a creek on the Linden/Soesdyke Highway on Sunday.

Stabroek News was told that after swimming for some time, the men took the teen under a bridge, where they committed the crime. A report was made and police were able to arrest the three men, who are assisting the police with locating the others.

Meanwhile, police in ‘D’ Division say they are baffled over a report of a gang rape that occurred in Phase Two, Block Eight, Tuschen last Wednesday. Stabroek News was told that the victim, a 14-year-old girl who was found naked in a clump of brushes, is claiming that she cannot remember what happened to her.

A senior police official said yesterday that initial investigations established that the teen and an aunt, who lives in Tuschen, were seen consuming alcohol at a shop in the area. Later, a taxi took them and a man to the aunt’s home. However, only the aunt exited the taxi, while the man and teen proceeded to another house in the area, where they paid the driver $1,500 on disembarking the vehicle.

According to the official, the girl’s story was strange and she was very hostile when interviewed by police and left the station “laughing and acting like nothing ain’t happen”. The official added that this was the second or third such complaint that police have received from the teen, who in the past also said that she could not remember what happened to her. He said that after this latest complaint, the aunt was also questioned but has also not been very cooperative.

According to a resident, who had a different account of the situation, it was the taxi driver who contacted the Community Policing Group (CPG) around 11.30 pm, alerting it that he had dropped a young girl and a group of men off somewhere in the “Blacka.” The taxi driver said that he made contact with the CPG since he was not paid. He said too that when he returned to the home of the girl’s aunt, he was told that if anything happened to the child he would be held responsible.

The resident said that CPG members journeyed to the “Blacka” with the taxi driver, who was placed under arrest. They found the child, naked and bleeding in a clump of bushes. The area where she was found is dark and desolate at night. A woman who lived nearby provided some old clothing to the teen, who appeared as though she was drugged. She was taken to the Leonora Police Station and then the Leonora Cottage Hospital, where it was confirmed that she had been raped and sodomised. This newspaper was told that from all appearances the teen was menstruating, which accounted for the heavy bleeding when she was found. Residents of the “Blacka” said they are living in fear, since the area is a haven for criminal activities. This newspaper was reliably informed that they were two other reports of rape in the area, in addition to reports of armed robbery.

Residents yesterday called on the police to start assisting the CPG with the patrolling of the “very large” area at nights. Meanwhile, the taxi driver has since been released on station bail, while police, Stabroek News understands, are looking for a man who was seen in the taxi with the teen. He has since disappeared.

The man realizing that his evil scheme had been exposed fled to the Atlantic, thinking that it was the best way to escape.

He did not cater for the CPG members’ relentless pursuit and was eventually captured and brought to shore where he was handed over to the police.

Thirteen-year-old delivers baby at GPHC ..authorities turn a blind eye

At the age of 13, young girls begin their teenage years with thoughts of their “sweet 16” birthday parties, their future occupations and about the freedom they have until adulthood. Some experience their first kiss, “puppy love” and even begin the dating arena but this is an unusual case of a 13-year-old girl who is now anticipating motherhood.

“Nisha” (not her real name) of D’Edward Village, West Coast Berbice delivered her first child at the Georgetown Public Hospital Corporation (GPHC) on Friday evening. Reports are that “Nisha’s” baby girl was born around 20:00hrs, a month earlier than expected. The premature baby experienced breathing problems and had to be placed in the GPHC nursery with an oxygen mask. The infant is currently in a stable condition.

When Kaieteur News visited the young mother she was very receptive and looked very relaxed. “Nisha” dressed in her purple nightgown, short brown hair and small features barely looked 13. The new mother explained to Kaieteur News that she resided with her maternal grandparents at the #11 Village in Berbice but when she became pregnant she moved in with her father at D’ Edward Village, West Coast Berbice. Though the man supported his daughter he found it difficult to “be there all the time” especially since he is a security guard and would have to work shifts. He had no choice but to notify the Ministry of Human Services and Social Security to have social workers intervene.

The baby’s father “Anil” (real name not given) was only 17-years-old and resided with his family in the Bella Dam, Pouderoyen, West Bank Demerara. When the social workers contacted his family, they were more than happy to have “Nisha” stay with them until she gave birth. “Anil” who is a mason by occupation would help take care of “Nisha” while he was available but his entire family made up for his absence when necessary. “After my father could not get time to look after me no more, the social workers advise that I should go by my boy family and stay with them. His family was supportive. They didn’t mind.”

When asked whether she wanted the baby, “Nisha” was affirmative stating “Oh no, I don’t want to give way my baby. I want her. He wants her. Everyone wants her”. According to the young mother, she and “Anil” want to get married but the Ministry explained that they would have to wait until she attained the age of 16. “Anil’s” mother has also promised to raise the baby. Meanwhile she is sending “Nisha” to complete her schooling.

And both the Ministry and the authorities are silent on criminal prosecution. Nisha is below the age of consent and therefore a victim of rape.

Essequibo father admits to sexual relations with daughters

An Essequibo father has admitted to sexually abusing his teenage daughters who were Monday still in the care of the Child Care and Protection Agency (CCPA), an official said. The children were rescued from their school last Wednesday when CCPA officers moved in. Demerara Waves Online News was told that the girls told a friend who subsequently passed on the information to persons.

The secondary school students- one a First Former and the other a Fourth Former- refused to discuss the matter in the presence of the Head teacher. Their mother allegedly had knowledge of the sexual relations between the girls and their father that had been going on for the past three years. The woman was released from custody and the father remained in police detention.

The CCPA official said the girls were receiving expert care, diagnosis and treatment. “The children are doing fairly well. They are receiving counseling. They have to get a lot of tests done because he was having unprotected sex with them,” the official said.

Guyana's Sexual Offences Act prohibit the release of specific information by the media that could lead to the identification of alleged or confirmed cases of sexual abuse.

Making women of little girls

Last week, one of the daily newspapers blared the news that a 13-year-old had given birth at the Georgetown Public Hospital. The newspaper further reported that from appearances the authorities have turned a blind eye to this issue. The law stipulates that anyone under age sixteen has not reached the age of consent. Anyone caught having sex with someone under sixteen, therefore, is guilty of rape. There was a time in the not too distant past that the age of consent was thirteen. The defence in a criminal case of rape, if the person was below the age of thirteen, was that the perpetrator mistook the girl to be thirteen. The laws were also gender specific. Only women could be raped and for the charge of statutory, the victim had to be women. The society ignored those who attacked young boys regardless of the age of the child. The one charge of buggery was all that could be applied.

Reaction by the public to a case involving a fourteen-year-old girl forced a change in the laws. The police could not intervene because the child had reached the age of consent but society felt otherwise. But being a people who often have double standards the very objectors sought to have a law that discriminated against a male under sixteen having sex with a girl under sixteen. No law should discriminate and Guyana ignored such a proposition.

Since the passage of the new law there have been prosecutions because the society, at the same time, began to pay close attention to children. It began to ensure that the children’s rights were not violated and in the process made a stunning discovery. Child rape was very prevalent in the country. Above all parents were raping their children. Recent information suggests that for this year alone more than one hundred fathers have sexually molested their daughters. Then there are the predators. Too many young girls have been sexually abused. At last count the Child Welfare Department of the Ministry of Human Services and Social Security was dealing with some four hundred cases of child sex molestation for this year alone.

Some of the predators would argue that the girl consented to the sexual encounter although the law stipulates that a child under sixteen cannot consent to sex. It is this fact that raised the query about the thirteen-year-old mother. From the time the child’s pregnancy was noted, the authorities should have intervened. A pregnancy is not something that is easily hidden. Months have passed and no one has been charged. One excuse is that all such cases should be forwarded to the Office of the Director of Public Prosecutions. We find this strange because the police know the law and once there is an infringement there should be prosecution. Surely, it cannot be that the police are incapable of instituting charges.

There are legal advisers to the Guyana Police Force. Further, there are many trained lawyers in the force and all are capable of instituting the appropriate charges. But this seems not to be the case and because of this, months have elapsed and no charges have been instituted against the individual who made the thirteen-year-old pregnant. Instead, we are hearing that the perpetrator is a young man who has good intentions, that he proposes to marry the young woman and that his parents are taking care of the teen and her baby. That is beside the point in any criminal matter.

In these pages we read of a father who molested his two daughters, both very young. The shocking thing is that the molestation went on with the consent of the mother. For three years this happened in a small community and no one can say that it was a secret. In the end the police became involved as did the Child Welfare Department. The children have been removed from the home and the father is in custody. But what is worrying is that a know accomplice—the mother—is allowed to walk free. And in the wake of the newspaper report, we now hear that the police are looking for another man who impregnated a thirteen-year-old as well as the girl who had joined the man in what can be described as a Bonnie and Clyde pact.

Some may argue that the police come from the same society in which child sex is fast becoming common and may be reluctant to act. However, law-abiding people would always call for harsh penalties. There is going to be a clash of conscience.

Police are looking for a 32-year-old East Canje taxi driver and his 13-year-old pregnant lover. According to reports the girl who hails from a village in the Berbice River lives with her mother who works at a popular hotel in New Amsterdam and other siblings in a village in East Canje.
According to reports the girl and the man were seeing each other since she was

12 years old and the man were repeatedly warned to desist from the relationship.
The matter came to a head on Friday last when the now pregnant girl went to New Amsterdam to join the clinic. Officials of the clinic noticed that the expectant mother looked pretty young and subsequently found out that she was only 13.

The matter was referred to the Probation and Welfare Department who after subsequent investigation found out that the girl was pregnant for the taxi driver. The matter was then referred to the Central Police station. The couple was then arrested. The man was told to desist from visiting and or having any contact with the girl. They were subsequently released and were to report to the police again as investigation continues, but never did.

Essequibo sisters to remain in state care until court hearing – CCPA

The ordeal of the two little girls from Sans Souci, Wakenaam, who were sexually abused by their father, is not over as yet but perhaps the worst is past. According to Director of the Child Care and Protection Agency, Ann Greene, the two girls aged 11 and 14 are still undergoing medical evaluations to ascertain their state of physical health since it was explained that their father was having unprotected sex with them.

She noted that from current indications the younger sibling who has reportedly been suffering at the hands of her abuser from the tender age of seven has been hurt to a greater extent, physically. Their mental anguish, Greene pointed out, will be even harder to treat and heal. Psychological evaluations will follow the medical checkups but for now the girls are in state care here in Georgetown and they are responding well to counseling she says. Green doubted that the state will see the girls ever returning to the care of their mother and father since reports indicate that not only has their father been abusing them for some three years but he has done so with the knowledge of their mother.

Police sources in the district say that on July 6, the matter was brought to their attention and both parents were brought in for questioning but that the mother was immediately released while the father was placed on station bail. There are reports in the media that indicate the children were rescued from their school last Wednesday when Probation Officers responded to the reports after the girls confided in a friend.

Greene revealed that the girls may remain in state care at least until the matter comes up in court however as living permanently in a state institution is seen only as a last resort, the agency is seeking relatives or family who can eventually take custody of the girls.

Meanwhile the police are also on the hunt for a man who reportedly sexually molested a 12 year old at Wakapau on July 3. It was reported that the young lady went to the residence of the man’s sister to assist her in the preparation of icicles one afternoon when the incident occurred. Her mother subsequently observed that she was acting oddly and questioned the girl as to the reason for her discomfort and learnt the details of the incident. Her mother immediately reported the matter to the police but they were unable to apprehend the man.

Police probing reported abduction of Angoy’s Ave girl

The police are investigating the alleged abduction of a 14-year-old girl of Patrick Dam, Angoy’s Avenue, New Amsterdam.

According to a police release, investigations have revealed that Shameeza Khubeer left her home at approximately 4:30pm on Saturday July 9, to attend church. After not having returned home she was reported as missing to the police the following day.

The police noted that information has been received which suggests that Khubeer  had been abducted by a man and a woman in a motor vehicle while on her way home from church on July 9  at Smythfield Road, New Amsterdam, and that she is being held in a house at an unknown location. According to the release, search efforts to locate the teenager are being conducted by the police and relatives

More and more cases of teenage pregnancy are being recorded in Guyana thus making the work of the Ministry of Human Services and Social Security harder, since thorough investigations need to be carried out in a relatively short period of time. According to Director of the Childcare and Protection Agency of the Ministry, Ann Green, there are hundreds of cases which have been reported to the agency involving child abuse and sexual offences with minors, and each case must go through a certain process before results are achieved.

Kaieteur News understands that the Ministry along with the various Police Stations and the Director of Public Prosecutions, work hand in hand with serving justice to the victims and ensuring that the perpetrators are punished. As it relates to the 13-year-old girl who gave birth to a baby girl last week at the Georgetown Public Hospital Corporation, Green explained that the matter with the 17-year-old father is “still being pursued”.

“The girl living with the boy’s family is not an option. She can go and live with her father because he is so desirous to have his daughter back. But they have to be responsible. She needs to complete school.” Alternatives concerning the welfare of the baby are yet to be discussed. The young mother will be given an option to put the baby up for adoption or her family/ relatives can keep the baby and take care of both individuals if they so desire. Nevertheless, if the mother and baby do not have any place to go, the State will provide for them.

This newspaper was told that many cases like these have been reported and it is not a case where “relevant authorities turn a blind eye”, but since there is limited manpower to handle all the cases, persons should understand that investigations take time.

Missing N/A teen found in Corentyne residence- husband and wife detained

Police have detained a Corentyne woman and her husband, following the discovery at their premises of a 14-year-old New Amsterdam girl, whose relatives were in a state of panic since she failed to return home for four days. On Wednesday at around 16:00 hours, the teenager, Shameeza Khubeer, of Angoy’s Avenue, was found in the company of a female relative and her husband at a house at No. 48 Village, Corentyne, Berbice. The police had acted upon information received.

The girl had told relatives that she was snatched and bundled into a car by a male of African descent, who was in company with a female of East Indian ancestry while she was awaiting transportation to take her home. She had earlier attended a youth service at the Smythfield Church. The teen contacted relatives via cellular phone and told them that she was locked in a house that was heavily grilled and did not know where she was.

The police were contacted and an investigation was launched. The media was also involved in efforts to have the teenager return home safely. But police in a press release yesterday said that further investigations have revealed that Shameeza Khubeer’s story of being abducted was false. Relatives had suspected that a cousin who had been in the company of the teenager after she had left church was responsible for her not returning home.

But while Khubeer has reportedly insisted that she went to the house of her own free will, her relatives are still convinced that she was forcibly detained and prevented from returning home. The police explained that after Khubeer was found, she was questioned along with the female relative and her husband, who are assisting with the investigations.

Speaking with this newspaper yesterday, Khubeer’s aunt, Indira Boodhoo, related that the female cousin had indeed accompanied the teenager from church. She said that contrary to reports that the cousin had left Khubeer to make her way back home, she had encouraged the teenager to go to her house. Boodhoo claims that when Khubeer declined, insisting that her parents would be worried, the cousin persisted and managed to convince the teenager to go with her, promising to accompany her back home the following day.

According to Boodhoo, the next day the cousin refused to let Khubeer go, instead advising her to contact her parents and tell them that she had been kidnapped. “Like they threaten she that if she didn’t do it, they gone come and bun down she parents’ house,” Boodhoo told Kaieteur News. She said that the teenager has remained mostly quiet during questioning by her parents.“The police advised them not to pressure her. But is like a shame on the family,” Boodhoo stated.

Khubeer was taken for a medical examination, and according to relatives, she was not sexually molested. Her case is another in what appears to be a growing incidence of fake kidnappings and suspicious abductions within recent weeks. A few weeks ago, a 17-year-old teenager was charged for staging her own kidnapping and demanding money from her relatives, while two other female teens were reportedly abducted under still mysterious circumstances.

The situation is beyond sick, the whole flapping is sick to allow this situation to continue with the residents doing nothing to help these sexually abused kids. It look to me like even Fagdeo and his entire cabinet enjoy this that despite the Sexual Offence Bill they can't go after these sickos.

Where are the parents in all of this? Of I forgot some of them are the perps. They can't go after these serial rapists but they can expend hundreds of man hours to arrest people who are perceived to be anti-PPP (not to mention the NOI member who has now sued Fagdeo because Fagdeo like the anti-man that he is refused to apologise for wrongly detention).

Dying child gave horror story of sexual abuse - but alleged molester still walks free

It was just a few weeks ago that a dying nine-year-old girl alleged that a relative had molested her and three other siblings, and a community is up in arms because the alleged culprit is still walking free. The girl was admitted to hospital for suspected poisoning and succumbed shortly after.

However, before passing away, she claimed that a relative had sexually molested her and three  sisters, two of whom were even younger than her. This publication was told that shortly after her death, medical officials examined the other children and found evidence of sexual molestation. The matter was reported to the police as well as Welfare officials.

According to reports, the children have since identified the alleged perpetrator as a close relative. Meanwhile, residents of the community where the children  reside are upset that no action has been taken to apprehend the suspect. Reports are that the alleged culprit still walks around the community a free man.

A senior official in the Child Protection Agency confirmed that the matter was brought to the Agency’s attention and investigations are ongoing. "There is only so much we can do, we cannot go and arrest persons we are not allowed to do that, we can do only up to a point” an official commented.But this response is not going down well with concerned residents who feel that with the new Sexually Offences Act, prosecution in these matters would be expedited.

Police hunt molester of three-year-old

Law enforcement officers in Region Two have launched an investigation into the arrest of a 33-year-old porter who reportedly sexually molested his three-year-old neice. Investigation revealed that on July 18, at Suddie, Pradeep Singh, a\k Goat, after committing the act on his neice, has since gone into hiding.

On the day in question, the toddler was left in the care of her grandmother, at Suddie, but due to unfortunately falling ill, the child’s grandmother had to be subsequently taken to the Suddie Public Hospital for medical attention. The child was then left in the care of one of her aunts. The aunt was alerted by an unusual sound emanating from one of the bedrooms in the Suddie home.

Swiftly reacting to sound, the aunt reportedly pounced upon the child and her uncle lying in the same bed. The child was awake while the uncle apparently pretended to be asleep upon, the aunt’s sudden approach. The matter is currently being investigated by ranks at the Suddie Police Station. Kaieteur News was also informed that a medical examination suggest that the toddler was sexually molested.
The child told welfare personnel, who were also alerted to the recent incident, that her uncle ‘fingered’ her.

Meanwhile, at Lima, Police have arrested a man, who was cohabiting with a 13-year-old girl for the past five months

Police at Enmore yesterday arrested a 54-year-old man who was caught red handed having sex with a mentally challenged nine-year- old girl. The man was caught literally with his pants down when police responded to an anonymous call from a resident who lives near to where the incident took place. The man who lives alone is the next door neighbour of the child who is normally left at home with her sister-in-law and a niece while her other relatives go to work.

This newspaper understands that yesterday the child was at home when the man ripped a hole in the zinc fence that separated the two houses and invited the girl over to his place. He must have thought that no one saw him but he was mistaken. A resident of Hope West, Enmore, who had seen the girl go over to the man’s house, informed another who contacted the police.

Acting quickly, a police rank from the Enmore Police Outpost responded, and upon entering the man’s house, he saw the suspect hurriedly pulling up his pants. The girl was half naked. When questioned, she told police that the man had pulled down her underwear and had placed his penis into her and was “humping up and down”.

“He was naked when the police arrived,” a resident of the community told Kaieteur News last night. Neighbours said that yesterday may not have been the first time that the man had sexually assaulted the child. Despite being caught red handed, the man, who appeared to be under the influence of alcohol, was maintaining his innocence even as he was being placed into the Enmore Lock-ups. The child was taken for a medical examination late last night.

Man pleads guilty to rape and assault- sentencing set for August 19

Stanford Dick, who was accused of raping and assaulting a 53-year-old woman, yesterday pleaded guilty to charges of rape and felony assault when his matter was called up before Justice Roxanne George-Wiltshire. Prosecutors Pritima Kissoon and Konyo Sandiford represented the state and attorney at law George Thomas represented the accused. The incident occurred on October 25, 2008.

The charge stated that Dick went to the woman’s home and told her that he had his eyes on her 14-year-old daughter. Dick told the victim that he wanted to have sex with the teenager, but she pleaded with him to take her instead. Dick then ripped the victim’s clothes off and had sexual intercourse with her. It was alleged that Dick then took a seat in the woman’s home and asked her for a glass of “water”.

The man then started talking with the woman and left about five minutes after. The victim later identified Dick as the person who raped her. Sentencing has been set for August 19, a probation report was also ordered.
